NRG Program
Energy savings and cleaner air for CD15
This program is available for families in City Council District 15 (CD 15).
In partnership with the Los Angeles Department of Water and Power (LADWP), we’re offering grants of up to $3,000, along with technical construction support, to empower residents of CD15 with cleaner air and energy savings overall.
Upgrade your home with sustainable materials such as solar panels and efficient HVAC and water heaters. Our project management team will ensure the upgrades are installed correctly and up to code.

CD15 includes some of these LA neighborhoods:
- Harbor City
- Harbor Gateway
- San Pedro
- Watts
- Wilmington
What we offer
This program offers free and low-cost help to upgrade homes and small businesses with:
- Heat pumps
- Efficient HVAC and water heaters
- Insulation, solar panels, and building retrofits
- Smart thermostats
Why this matters
The neighborhoods in CD15 in Los Angeles have historically been burdened with pollution from truck traffic, oil refineries, and other harmful sources. Installing sustainable building materials to promote energy savings and cleaner air helps lessen the effects of these toxic emissions.

Eligibility
To be eligible for the NRG program, you must:
- Own a property in CD 15.
- Schedule a building inspection with our construction management team.
- Attend our mandatory workshop.
